Although it is not required that the LPARs have separate OSA cards, it is certainly acceptable.

Bless you for providing a picture.  Assuming it doesn't violate any
network security issues you may have, the only change I would make is to
share the OSA between both TCPIPs and put both TCPIP's in the same subnet.
Otherwise your remote access to the 5.1 system is gated by the
availability of the 4.3 system and the correctness of your routing
configuration.

Don't use a zSeries box as a router unless you have no other option.
