SFPURGER runs just fine on a VM/ESA 2.x machine.
The files you are missing are just the control files. One says what
SFPURGER is suppose to go globally, and the other is what it should do
for each spool file encountered. The manuals have sample copies of
these files that you can rekey, if you can't find your old ones (try
maint 193 disk or 19E/190 disk).

My SPLSTKXA will do the job with some rexx wrapped around it. It may be
available on a workshop archive or I can email it to you if you can
accept LARGE emails. I can send the assemble file, the help file, and a
sample exec. You would need the HL assembler ISTR.
