You did not provide enough information from which to provide a proper 
answer.
Please answer:

How are you currently managing minidisks?  I.e. are you...
   a) manually editing the USER DIRECT file then entering DIRECTXA to 
place it online
   b) running DIRMAINT, VM:Secure, or some other External Security Manager 
(ESM)?
Secondly, are the first and second level systems being managed the same 
way?

If the answer to the first question is "a", and the second "no" things are 
simple: use the DISKMAP or DIRMAP commands from MAINT while the 2CC disk 
is accessed (so they can find the USER DIRECT file).

If the answers are "b", and "yes", then refer to the ESM documentation. If 
you're coming from z/OS, remember that RACF is not something one just 
picks up and uses without a little pre-reading, either!  :-)
