VM TCP/IP has an NFS server that can present files to the network. Is this good enough? I suspect that VSE files would have to be copied to CMS minidisk/SFS/BFS for this to work. VM also has an FTP server with similar requirements.
For a relatively modest amount you can get VM web servers that can make mainframe data more readily available to your users.
