VM TCP/IP has an NFS server that can present files to the network. Is
this good enough? I suspect that VSE files would have to be copied to
CMS minidisk/SFS/BFS for this to work. VM also has an FTP server with
similar requirements.

For a relatively modest amount you can get VM web servers that can make
mainframe data more readily available to your users.

Tell us more about what you want to do so we can give you more specific
information.
