I'm confused here. If the hardware clock is set to GMT, what CP has its timezone set to won't effect the guests. I'd use the guests' own time zone support to change their time zones accordingly. I'm not saying not to use CP SET TIMEZONE, but don't expect too much. It doesn't change the hardware time-of-day, it changes CP's interpretation of the hardware clock. (For the record, I don't call CMS users "guests"; I think guests are operating systems of their own.)
