Thanks, Rich, but I finally figured it out.

When you update the EXTENT CONTROL file, you must issue DIRM RLDEXT command to get it refreshed. Now he's accepting my $EOV$ entries for 3390-3's, based on the following entry in EXTENT CONTROL:

:DEFAULTS.
  * IBM supplied defaults are contained in the DEFAULTS DATADVH file.
  * The following are customer overrides and supplements.
  *
  *DASDType Max-Size
  3380-500  500
  3390     3339
  3390-03  3339
:END.

I am not certain this will work, but you could try it.  Do a DIRM USER
WITH which will get you a copy of the complete directory.  Manually add
your $EOV$ user, and do the steps for inporting a new directory.
Haven't done that in a while, but ISTR it involves moving some files
about and doing a DIRM INITLZ command.  Dirmaint may barf on this but it
may well work.
