Mike, I think you or someone else may have answered this. The CP DETACH is the only way to do it. All four must be around for the line to activate but after activating, you may DETACH all but one and it should still work.
An interesting tid-bit is that you can define a VCTC with the same UCB not connected to anything as a valid UCB that would not activate and reissue the ACT command and the line and link station will activate. This came in handy when we were having problems with some CTCs that became troublesome.
