Richard,

  I am not quite sure what you are asking, but I'll take a stab
  at it.  We force all of our TN3270 users through our session
  manager (TUBES).  They never see a VM signon screen and are
  required to validate themselves to TUBES.  This is controlled
  by using the sample SCEXIT that is supplied with TCP/IP.
