Each level of VM has come with it's own EXECs to put on service. You should NOT
assume that the EXEC for one level will work on any other level. You should also
not assume that a customer has access to the EXEC for any other level of VM than
the one he is running. If you are writing a PTF for VM/ESA 2.3 it MUST be
installed with the VM/ESA 2.3 EXEC.
