It has been a couple of years since I was stuck with RACF, but if I remember correctly you can set your VMBACKUP machine in RACF to class OPERATOR which has all privilages defined.

Your shop may have a different class other than OPERATOR defined with all privilages, if so then use that class (group)..

I'm running CA's VMBACKUP and use VM RACF to control access to
minidisks.
Are there any easy ways to configure RACF to let userid VMBACKUP LINK
read-only to all current and future minidisks in order to back them up?


Our current RACF setup doesn't let VMBACKUP link to minidisks of new
userids; for each new userid we need to code new RACF auths in order to
let VMBACKUP link the new user's minidisks.
  Would be more reliable and less work if we could just give VMBACKUP
some sort of global RACF authority that lets VMBACKUP link every
minidisk on the system.

Likewise, any easy way to configure RACF to let userid VMBACKUP get a
R/W LINK to restore to all current and future minidisks?
