MVS requires the module to be a member of a PDS (load module) or PDSE
(program object). The search order is in the MVS Programming: Assembler
Services Guide ("Location of the load module"). Search order is also
given.
CMS will search globalled LOADLIBs first, then TEXT decks, then TXTLIBs.
