Your assumptions were, of course -:), correct.
The VSE FTP server was being used, and what I was tring to do is GET a file
from VSE to CMS.

You recall correctly: The OP simply asked how to specify the name of a
VSE file. I, too, made the [reasonable] assumption that the VSE FTP
server was being used, since the VM FTP server cannot read MVS or VSE
datasets of any sort.
Further, we were given no indication that the OP was trying to create or
read a VSAM file on CMS.
