CMS doesn't write a standard VOL1 label on the disk, so z/OS will never be
happy with a full-volume CMS disk.

So, make it rule #93: If you want to mount VM volumes on z/OS (e.g. for
backups), do not create any fullpack CMS volumes (minidisk or not). All
volumes must have a VOL1 label on them (such as is created by cpfmtxa).
