Yes, it should work, and no, you shouldn't get a PRG004.  Please open a 
PMR.

TERM SYS3270 ON will fail if you have TERM CONMODE 3270.  Also, the guest 
cannot use the virtual console as a "real" console if you're going to use 
SYSG.
