If it helps, I can't reproduce your problem with my VM 5.2 RSU 0501 system: it IPL's fine to the SYSTEM_CONSOLE (HMC OpSys Msgs Window) on a 2064-210 machine. Had an opportunity to test that this morning.

The z/VM 5.2.0 system (RSU 0501) will not IPL at all nor display any messages on the HMC's Operating System Message Panel. No indication of a wait state or any other error condition is given.
