If I'm understanding you correctly, this pipe should produce what you are looking for:

vmtkcenterlinemodeller -ifile your_centerlines_file.vtp -radiusarray MaximumInscribedSphereRadius -dimensions 64 64 64 --pipe vmtkmarchingcubes -ofile envelope.vtp
