By default vncviewer does a 1 to 1 pixel mapping hence resizing does not
zoom or alter the geometry of the desktop in the viewer window. On M$Windows
vncviewers, you can change some scale info but I don't thinks that's what
you want.

To resize the screen of a vncserver on a M$Windows machine, you need to
update the local screen resolution. Be warned that you will loose the
connection and have to reconnect after the change.

On Unix based vnc servers, you can get a vncserver of virtually every size.
Do a `Xvnc -help` to check for options you'd like. You can also give those
to the vncserver script.

If you switch your settings to linux vnc server and M$ vnc viewer, have a
