Not sure. Isn't VNC TCP rather than UDP?

Use different technology. Use SMS Installer or MSI to package a printer 
setup, then deploy it remotely to each PC. This does assume that each PC 
will have the same print device and therefore drivers.

Alternately, set up a central shared print server and instruct the users 
how to connect to the shared printer. If the users can't even manage 
something like connecting to a shared printer then create a shortcut to 
the printer and mail the shortcut to each user. If even that fails then 
remotely send the relevant HKEY_CURRENT_USER values for the connection 
to that printer down to each PC.
