1. VNC to the server.  You will see the locked screen
2. At the top left corner of the VNC screen, you will see the VNC icon, next
to the server name. Click on it the VNC Icon.
3. You will get a drop-down list.
4. Select Send CTRL-ALT-DEL

This should work for you

Try right clicking on the title bar of your VNC window and reading through
the pop-up menu there.
