Perhaps it would be helpful if we asked a person if they knew such
answer
was in the FAQ, and if so, did they consult it.  And if so, did they
not understand
the answer.  Was the answer poorly written?  In short, let's maybe find
out
why people ask questions that are covered in the FAQ.

There are many reasons why some people don't use the FAQ (if indeed we
are
certain they don't.)  Some of this is even cultural.  For instance, the
French
seem to prefer to ask someone for directions rather than consult the
map
right next to them.  They feel it's easier, and they don't mind at all
helping
each other.
