Make  sure  you  are logged in as an adimistrator. At a command prompt
type  'net  stop  "VNC  Server"' (minus single quotes) then 'net start
"VNC  Server"'  (again  minus single quotes). You should find that the
icon  is  not  present  but  VNC is still there. You will also need to
remove the short cut to the service helper.

Why  do  you  want  to  remove the icon from the task bar in the first
place?
