Many European countries are still liberal WRT encryption software. So if you would prefer to keep mirrors in multiple places, there are several to choose from. As far as I'm aware, the UK is suitable, as is Scandinavia, but please do your own research. If you live in a restrictive country, probably your best option is to use a standard encryption library that is developed in a liberal country, and "weak-link" your software so that it can use it as an *optional* shared library, and instruct your users (or an independent third party who also lives in a liberal country) to install the additional library to get encryption support. The other option is to get an export licence.
