They are not going to be able to get away with "no third party software" while the anti-trust suit settlement is still pending. I think even Microsoft must realize this by now.
There are many other problem cases. For example, I use the cygwin servers (ssh, sftp) etc. on Windows boxes; are these allowed? My opinion (which is I will concede a minority opinion, and perhaps even a minority opinion of one) is that Microsoft won't try to enforce this w.r.t. VNC. The would be saying, you can use _our_ terminal services server, and you can use _our_ telnet server, and you can use _our_ ftp server, but you can't use the same functionality from a third party. If that isn't restraint of trade, then nothing is. It is conceivable that they can argue that you need to have purchased one of their server O/S versions (that is, say, W2K server instead of W2K professional) because the server side functionality is not available in the non-server versions of Windows. This may be legally defensible but it would be a P/R disaster, and I doubt they will try it.
