Yes.  Depending on what OS you use you can do it different ways.

Using Windows the AuthHosts registry key is documented on the VNC page
http://www.uk.research.att.com/vnc/winvnc.html .

Using a *nix environment you could use the inetd method (if you don't
want a persistent desktop), or the firewalling in the OS.  See your OS
documentation for details of these.
