A little confusing.  The client machine is supposed to be blank so you
can type in the password.
On the server side, when using VNC as a service, you want to set the
"Default Options" which is under "TightVNC->Administration->Show Default
Options" on my install.

I have no experience with GPO's, but if you haven't added anything
specific to VNC I would assume that there is something else going on.
