can't log in when the Win2000 server is locked?

I checked out FAQ to address this problem but could not find a solution.
I have Win2000 on both listener and server computers. When the server is
locked I can't even log in. I get the message "Connection closed!". I tried
it again but it does not work.
Any suggestion and guidance in this regards by anyone would be greatly
appreciated.
