Could you cross-check a couple of things? (1) Have you been dong this locally or remotely, and is the TS in Admin or Application mode? So far all of my setups with it have been on app-mode servers, so there may be a variance there.
(2) If any application-mode servers, did you explicitly change to "install mode" and stay in it all the way through the end of the configuration? Check what you see in the ORL subkey under HKEY_USERS\.Default I'm guessing that the installer may do a couple of things differently now. If you do the VNC "Start in App Mode" from your original procedure, this may screw up something.
