Which machine are you not wanting to install the software on?  If you mean
connecting to a VNC server (which has the software installed) by using a web
browser (on a machine without VNC install) then, yes it is possible.  Just
use your browser to go to http://servermachine:5800 .  Add your display
number to the 5800.

If you mean connect to a server without the server having software
installed, that I don't believe is possible.  That would require a Java
based server.  I'm not familiar with the security of Java applets in a web
browser, but I wouldn't be surprised if it is not possible to create a
server because of the security model.
