Another option, much closer to what you asked for is
to simply create your own install build.  It's easy
to do thanks to the wide assortment of freeware that
is available.  I'm not talking about re-compiling
source code, just creating an installer for existing
files.

An execellent site which explains exactly, step-by-
step how to do your own vnc install build and also
contains lots of other useful info is:

Go there and click 'Legacy', then 'Creating a 
Setup.exe Package'.  This explains which install
builder package to use, where to get it and exactly
how to use it.

Using this method gives you complete control over
what gets installed and what options the user has
during the install process.  You also choose which
(if any) start menu entries to include.  It's all
up to you.  If you don't want the viewer installed,
just exclude the vncviewer.exe file from the build.
Keep in mind, as was mentioned before, that someone
could simply download and install the full package,
run it from a floppy, etc.  There's no substitute
for using strong passwords.

Another handy benefit of doing your own install build
is that you can customize all of the default registry
entries, including password and also have it install
itself as a service.  All the user has to do is click
OK and everything is installed, running and ready to
go.
