Are you having this issue on both PCs?  Have you had VNC installed
before?  Did you do then install while logged in as a user with
Administrator rights?

Try deleting the registry keys used by VNC.  Shut down VNC completely
(if running as a service, make sure the service is stopped) and delete
the following keys from the registry (and anything under them:
HKEY_LOCAL_MACHINE\Software\ORL\WinVNC3\
HKEY_LOCAL_MACHINE\Software\ORL\WinVNC3\Default 
HKEY_LOCAL_MACHINE\Software\ORL\WinVNC3\<username>
HKEY_CURRENT_USER\Software\ORL\WinVNC3

BTW - You won't get prompted for a password on install, just the first
time VNC runs.  If running as a service make sure you restart the
service rather than just running VNC in app mode, that way the "Default"
password will be set.
