Is the list going through this argument again?  Do you really think it would
be so hard for the mystical "cracker" to compile a version of VNC without
the tray icon?  Hell, for that matter included the VNC functionality inside
their own program?  Come on it is GPL software, anyone could recompile
disabling anything they want.  Once you can run a program on someone else's
machine you own it VNC or no VNC.
