Since I don't use other keyboards than the ones with us-layout which are
default on most systems, I cannot reproduce your problem.

What I do know, is an application `xkeycaps` which has a huge keyboard
database and can set all to your wishes. I'm sure you can find it on an ftp
site near you. afaik, its gpl hence license is no problem.

Once you have selected/created your keyboard config, you can create a file
to be loaded with `xmodmap`, the standard tool to configure your keyboard to
an X11 server.
