Actually, it's 20MB, but yes the runtime is required.  Brace yourself because it will 
likely be required for almost all new software from Microsoft and their partners.  It 
will be integrated into the OS in the next round, but those of us using older 
operating systems will need to install the runtime.  Looking on the bright side, it's 
much smaller than their service packs and it actually doesn't break anything!  the 
concept can be compared to development in Java where you would have to download a 
large Java virtual machine to run any java-based code.  The old one is up there, 
though, if you don't feel like upgrading.
