The ESVNC project has 3 Features along this line:

1) the first feature (half size Scree) renders a screen with in a
smaller area...  The oposite of what you want...
you.

2) the second feature has the server reduce the screen area which save
network bandwidth 

3) The third option (Scale Viewer Window By) allows you specifiy the
ratio used in the scaling...  and yes, you can even enter ratios bigger
than one like 2/1, which makes the viewer twice the original size, and
forces a lot of scrolling!
