In the windows viewer, right click on the title bar of the VNC window, and you will see an option along the lines of "send ctr-alt-delete". If you pressed those three keys on your local pc, the local windows pc will act on that ctrl-alt-delete. So, you have to go into the menu (via right clicking on the VNC title bar) and send a ctrl-alt-delete that way.
