The 2 I know of are: http://www.CyGWin.com and http://www.networksimplicity.com/openssh
Putty is just the client part and you need the server! I used to use openssh, but have now started to use the Cygwin implementation since the OpenSSHWin project is officially deceased in favor of Cygwin!
