   I had tried to do the same thing.. though using VNC on my TV tuner did
   work somewhat.. but only occasional refresh, I resorted to using an
   application (WebMedia) available from;

     http://www.vs.informatik.uni-ilm.de

   That handled the Video portion for me, but I then had problems getting
   WebMedia Audio to work, so resorted to using WebMedia for the Video and
   SpeakFreely;

     http://www.speakfreely.org

   For the Audio..

   This configuration can seemingly fairly lightweight network
   resources/bandwidth wise server either as a TV Video & Audio server.. or
   as A teleconferencing server using a WebCam and microphone instead of a
   TV Tuner as input.
