As far as I know, the vnc servers 'only' send the contents of the display hence, the rfb protocol has no hooks for scaling or such. at least not used. Some viewers (the binary one on my M$Windows PC for example) has an (experimental) scaling function. This viewer does this at the viewer side. I don't recal if there are java-viewers that have a scaling option.
