That's obviously the reason.

 This machine (the first I used 3.3.7 on) has no network client nor any 
network service.  It just has the adapter component and TCP/IP. Windows 
complains that the network is incomplete and it doesn't have a logon box or a 
network neighbourhood icon on the desktop.

It is in fact surprisingly robust and secure and makes a good quick and dirty 
micro internet server with the right software - firewall, web/ftp server and anti-
virus.
