Yes. Everything that SSH tunnels is passed through the same TCP connection as 
the SSH session itself, so if you can connect with SSH then you can tunnel 
VNC too.

The first time Putty connects it will show you the fingerprint of the 
server's key and ask you to verify it. It can then store the key in the 
Windows registry for future reference. I suggest you keep the fingerprint on 
a slip of paper so you can easily check it every time you connect from a new 
computer.
