Set your machine's POST routine to /not/ report keyboard errors - most
newer BIOSes have this option.  Although you will not have keyboard or
mouse functionality at the physical level, you /should/ be able to
control everything though a VNC session.

I have sometimes forgotten to set my KVM appropriately when rebooting -- 
and the KVM I use doesn't have keyboard or mouse emulation -- so in
essence, the machine was booted without a keyboard or mouse.  I actually
had to fire up a VNC session to properly shut it down.  Then again, it
may depend on your hardware -- the best bet is just to give it a try.
