You mention X, so I assume you are talking about the server being a Unix
based system?  If so you can use the X protocol to get what you want.  The
functionality is native to XFree86, and Cygwin has a free X server for
Microsoft OSes that does this too (look at the "multiwindow" option).

It's not exactly VNC, but it doesn't sound like you want the VNC option of
a persistent desktop anyway.
