So, which WM will "do it all" for us? We need:
(1) plain backgrounds (maybe all WMs can handle this requirement)
Simplest way to do this is to add a line to your vnc server startup script:
xsetroot -solid #rrggbb
(Where each letter of rrggbb is a hexadecimal digit, together giving red/green/blue components for the colour to use for your background.)
(2) low memory usage (3) clickable toolbar for launching programs
If you want a lightweight but modern window manager, try oroborus:

It basically does little else but manage the windows, but it's also gnome-compliant, and largely KDE-compliant. This leaves you the flexibility to pick some other small utilities to fill in the gaps.
Some such utilities are listed (and downloadable) from the above website (eg, deskmenu, to provide a menu for the root window, or desklaunch to create pixmap icons to launch apps).
Another one that I think is worth adding to the above is fspanel:

This provides a basic (roughly windows-like) taskbar for minimised X11 windows.
A combination of oroborus, fspanel and either deskmenu (so users can quickly launch apps from a menu) or desklaunch (for clickable icons) is very light (esp. compared to gnome/KDE), yet highly functional I think.
