This sounds like the problem I had. Steve Palocz offered this solution, which worked:

This sounds like a registry problem
Current user vs local machine (default) vnc settings.

Easiest way to fix if this is the issue.

First make sure vnc is running
Open regedit
Navigate to

Hkey_current_user/software/orl/winvnc3
See if you have contents here. If so delete the winvnc3 folder.
Next run winvnc -defaultsettings (note the title at the top) or navigate
from start_button, programs, realvnc, vnc server, show default properties.

Set the password.

Next restart winvnc either by service or reboot.

And all should be fine.

Running RealVNC Server on a W2K over Novell 4.11 & 5.1 network. When logged on as Administrator we're able to VNC to PC. When logged on as Standard User "Power User" unable to connect to VNC SERVER.
