I'm not sure if it will do what you want, but twm's man page suggests you
should look at the "AutoRaise" configuration parameter.

$ man twm
[snip]
       The  following  variables  may be specified at the top of a twm
startup file.  Lists of Window name prefix strings are indicated by
win-list. Optional arguments are shown in square brackets:

       AutoRaise { win-list }
             This variable specifies a list of windows that should
             automatically be raised whenever the pointer enters the
             window.   This action  can  be interactively enabled or
             disabled on individual windows using the function
             f.autoraise.

I don't see anything else in the man page regarding it (didn't look too
hard, though).  If that doesn't do what you are looking for I suggest you
look at using another window manager.
