The program you are looking for is x2vnc or winv2vnc.

i am attempting to get my vnc server to accept keyboard and mousing
commands, but to not update the picture.  i have a tv-out in another
room, and i do not need the computer in that room to display whats going
on.  this would only slow down my computer, and high end processing is
severely hindered.  i was once able to disable screen updating as i
want, but then i accidentally reenabled it, and i don't know how to
disable it again.  to get the performance i want, i need either a frozen
screen or a blank screen though.  any suggestions?
