I pulled the software as you suggested and installed ultravnc and the video driver on my server, a IBM T30 laptop. Rebooted. Installed ultravnc on the client and it all works. The client, an old 450 MHz Compaq, is running 50% real time to keep up, but the video quality and motion are outstanding. I am using ADC's USB 2.0 Camera which (they say) provides about 400 MHz video stream.
I have also tried using my T30 as the server and a more modern PC in a network connection across the country and my T30 ran about 50% load while the client ran about 30%, again excellent video sharpness and motion. The load on the server increases with the size of the video window while the load on the client stays fairly steady.

I would recommend trying ultravnc http://ultravnc.sourceforge.net/ . I found that I can view my ati tv over a 100mb lan with great success. I have also played with MSmedia player. It displays too.
Ultravnc has a display driver you can install to give you performance comparable to vnc on unix.
