how to set the user environment variable for VNC server

The last 2 days I've tried to figure this out by myself unsuccessfully.  I'm
quite new to linux and was wondering if somebody could help.    I'm running
red hat linux 7.2.  The error message is
 
"Starting vncserver: Starting VNC server: 3: root vncserver: The USER
environments variable is not set"
