Ok.  I have an answer.

There is a small issue.  One that requires physical
access to the machine.

When applying the patch, the patch code says Windows
must be shut down, and will try, upon clicking Finish.

But, VNC hung the ability for Windows 2000 Advanced Server
to shut down.

So.  VNC went away, and the machine never restarted.  It
hung open.

Solution was to manually access the machine, do the shutdown,
find that VNC was hung and close that, and then the restart
took place.  Then VNC, as a service, let me remotely log
in.

Then everything was fine.
