In my case it seems that the default Access Control ("+") doesn't work on
Win2003 (haven't tested anything else, yet).  If I manually add our subnet
("170.l76.237.0/255.255.255.0") connections are accepted.

Along that same thread, it seems that the example needs changed on the
"Add" dialog.  Typing in "170.176.237" results in VNC adding
"170.176.0.237/255.255.255.255".
